From the ledge near the elevator, proceed down the corridor to the library.

Defeat the Scraper blocking the path; one Shotgun shell is sufficient.

Enter the library and find a memo about Silent Hill's Ancient Gods on the right shelf.

Locate a memo about tarot cards on the left side of the middle aisle.

Retrieve the "MOON" TAROT CARD from the back left of the library.

Speak with Vincent, who will give you the BOOK: OTHERWORLD LAWS.

Optionally, read the BOOK: OTHERWORLD LAWS.

Exit the library back to the elevator hall.

Descend to the lower level.

Tips

The Scraper is a weaker version of the Missionary boss.
In an Extra New Game on Hard Riddle Level, multiple hidden clue notes can be found in the library. Solving the riddle rewards you with a code for an extra costume.
