Start the game by meeting Booke at Carney's Express Limited and choosing one of three starter cars: 1998 Nissan 240SX, 1983 Volkswagen Golf GTI, or 1988 Volkswagen Scirocco.

Build reputation to become the City Champ.

Race regional opponents as instructed by Karol and Booke.

Defeat Booke in the City Champ race at the Standard Hotel to become the City Champ.

Challenge and defeat the Champs of all five vehicle classes: Oswaldo, Julian, Lester, Pete, and Marcel.

After becoming City Champ, Booke will propose a deal: earn $1 million to co-own his garages, receiving free access to all vehicles in return. This also impacts Doc's South Central garage.
